A re-organization of the FCC with concern to wireless issues is under consideration by Chairman Kevin Martin. His plan includes eliminating the Wireless Telecommunications Bureau and marrying its functions into the existing Wireline Competition Bureau and the creation of a new spectrum bureau or office. In addition, Martin is considering the idea of a homeland security division that would centralize all communications—wireless or wire-based—for first responders.
